当下,中国正在举全国之力应对新型冠状病毒感染的肺炎疫情。
而在这一特殊时期,放眼全球,有人伸出援手,也有人落井下石。
自疫情发生以来,带有种族歧视色彩的报道多次登上西方媒体头条,煽动和助长了反华及反亚情绪。
美国主流媒体《华尔街日报》3日发表的文章,以《中国是真正的东亚病夫》(China Is the Real Sick Man of Asia)为标题,将根深蒂固的歧视与偏见明晃晃地写在了脸上。

此前,澳大利亚媒体《每日电讯报》(The Daily Telegraph)曾发表《中国儿童呆在家里》(China Kids Stay Home)为标题的文章;而《太阳先驱报》(Herald Sun)在报道新型冠状病毒时,不仅使用“Chinese Virus”(中国病毒)给病毒贴标签,还故作聪明玩起了文字游戏,将“pandemonium”(“一片混乱”)写作“pandamonium”,并将“panda”(熊猫)用另一种颜色加以区别。
法国《皮卡尔信使报》(Le Courrier Picard)的文章以《黄色警告》(Alerte jaune (Yellow alert) )和《黄祸?》(Le péril jaune? (Yellow peril?))为标题。
德国《明镜》周刊(Der Spiegel)在新一期的封面上赫然写着“新型冠状病毒,中国制造——当全球化成为致命危险”。
而“Made in China”(“中国制造”)一行,特地加大字号,并使用黄颜色进行了突出。
西方媒体带有种族歧视色彩的报道,引发全球华人及不少外国网友的抗议,多家媒体因此进行了道歉。
除了西方媒体对新型冠状病毒的歧视性报道,不少西方政客也将中国疫情看作一次“机会”,就此发表了一系列无知、可笑的言论,煽动反华情绪。
比如,美国共和党反华参议员汤姆·科顿(Tom Cotton)暗示病毒是武汉实验室泄露的生化武器。他要求美国政府立刻封杀中国,并要求所有美国人逃离中国。
美国商务部长威尔伯·罗斯(Wilbur Ross)在接受美国媒体采访时表示,中国的疫情对美国来讲是个好消息,有助于工作岗位回流美国。
"I think it will help to accelerate the return of jobs to North America, some to (the) US, probably some to Mexico as well," Ross said.
“将有助于加速工作岗位回流北美,其中可能部分回流美国,部分则流向墨西哥。”
当然,上述政客的行为和言论很快遭到专家打脸和抨击,但这背后反映出来的部分西方政客和媒体想利用疫情对中国“落井下石”的情况却值得警惕。
据俄罗斯卫星通讯社(Sputnik)报道,亚洲地缘政治学者KJ Noh在接受采访时表示,“鉴于中国迅速应对疫情,西方媒体对新型冠状病毒‘耸人听闻的’报道是不公平的”。
他表示,西方媒体出于政治目的,夸大了新型冠状病毒疫情的严重程度。

Noh还特别指出,美国政府在中国发生肺炎疫情后的反应,是将疫情当做政治工具来攻击和妖魔化(attack and demonize)中国了。
“The response of the US government has largely been to use this as a political tool to attack and demonize China,” Noh explained.
他解释说,如果中国什么都没做,就会被认为是疏忽(negligent);而如果中国采取了措施,又会被说成是“侵犯人权”(“human rights violators”)。
Noh认为,尽管中国在竭尽所能迅速应对疫情,但这仍会成为(西方)煽动“仇视中国”言论,散播幸灾乐祸情绪的借口。
"And even so, even though they are moving as fast as they can and doing the best that they can, it is still a cause to stoke the China hatred and engage in schadenfreude.”

据悉,近日美国宣布将新型冠状病毒感染的肺炎疫情列为美国“突发公共卫生事件”,并将赴华旅行风险级别提升到最高级别,从2月2日起临时禁止过去14天内曾赴华旅行的所有外国人员入境。
Noh就特别警告,当下恐惧和仇恨(fear and hatred)比病毒更可怕。一旦有谁挑起仇外意识形态,终将反噬其身。
“Remember, what is dangerous about this epidemic is not the disease itself, but it’s the fear and hatred - that is really the virus we are facing,” he said.
“Once we start going down that line of thought and once you start provoking xenophobic ideology, then it’s going to come back and bite you,” Noh added.

在俄罗斯卫星通讯社另一篇报道中,社会理论家Denis Rancourt也表示,全球媒体在疫情报道方面似乎反应过度了,因为病毒并没有人们想象中那么致命。
In their efforts to report about the development of the outbreak, global media outlets seem to have overreacted, especially in light of the fact that the coronavirus has so far not shown itself to be as deadly as some feared that it could be.
他也担心,疫情可能成为美国孤立中国的“地缘政治运动机会”("geopolitical campaign opportunity"),被当作政治工具加以利用。
"In effect, [it's] a weaponised hysteria that creates racist responses in many Western centers. Domestic anti-Chinese racism can be politically exploited in the US to support aggressive policies against China, including protectionist policies", Rancourt stated.

据政客网站(Politico)报道,美国共和党议员Ami Bera表示,美国在应对疫情时不能针对某个群体创造偏见,纵容焦虑。

当地时间1月30日晚间,世界卫生组织(World Health Organization)宣布新型冠状病毒感染的肺炎疫情构成“国际关注的突发公共卫生事件(Public Health Emergency of International Concern (PHEIC))”。
但世卫组织总干事谭德赛反复强调,世卫组织对中国的应对举措有高度的信心,做出这一宣布是出于保护那些应对措施较弱国家的考虑。
同时,谭德塞表示,世卫组织不赞成甚至反对对中国采取旅行或贸易禁令。

Addressing the challenges facing the world from the novel coronavirus outbreak, the head of the UN urged "a strong feeling of international solidarity, a strong feeling of support to China and all the countries that might be impacted,"adding that he was strongly concerned with avoiding the stigmatization of those who are "innocent and victims of the situation."

2月4日,外交部发言人华春莹在主持网上例行记者会时表示,病毒无国界。疫情是一时的,而合作是长久的。面对公共卫生危机,各国应当团结合作,共克时艰,这符合各国的共同利益。
Virus knows no borders. The epidemic is temporary, but cooperation lasts. Faced with the public health crisis, countries should work together to tide over the difficulties. It serves the common interests of all.
